Ōtsuchi Town image character, Ōchan. Based on the “O” of Ōtsuchi Town and a magic mallet, Ōchan was born in 1994 and was active, but his costume was swept away and he went missing in the tsunami caused by the Great East Japan Earthquake. He returned in November 2013. A special resident certificate was reissued, and he will continue working for Ōtsuchi Town while conveying gratitude for reconstruction support to people throughout Japan.
