Arukuma, the Nagano Prefecture Tourism PR Character, is said to be a rare bear that gets cold despite being a bear, always wears headgear, and appears only in Shinshu. Walking all around Shinshu, Arukuma appears at events throughout Japan to help more people learn about Shinshu's appeal and promote Nagano Prefecture.
