In 2003, illustrations were created as characters for the various departments of the Obihiro Regional Cooperation Headquarters. In 2013, animals inhabiting eastern Hokkaido and symbolizing the respective Self-Defense Forces were selected: the Ezo deer, white-tailed eagle, and spotted seal. The three characters were completed as Bicky, the Ezo deer of the Ground Self-Defense Force; Himarin, the spotted seal of the Maritime Self-Defense Force; and Rocky, the white-tailed eagle of the Air Self-Defense Force. To become familiar figures in Obihiro, the initial sounds of the catchphrase “We are Bicky, Himarin, and Rocky” spell “Obihiro.” The three aim not only to promote the Ground, Maritime, and Air Self-Defense Forces, but also to work closely with the community as characters representing eastern Hokkaido.
