Kakegawa City Council of Social Welfare character Kyo-chan. Kyo-chan was designed after the kikyo flower, which is also the city flower, and rides the uguisu, the city bird. The name Kyo-chan was formed from “kyou” in the Council of Social Welfare, Red Feather Community Chest, and kikyo, and the character was born with a pink heart on its chest to work for the welfare of the local community.
