Shiga Prefecture image character Wōtan. Wōtan was created through the 1999 Kokoku 21st Century Commemorative Project as a Lake Biwa water fairy. Its head is shaped like a water droplet, and the ring of water around its neck represents the surface of Lake Biwa. While enjoying its special skills of yachting and windsurfing, Wōtan works hard to promote Shiga Prefecture, including appearing in commercials.
