Neige, the Tokamachi Snow Festival Character, is a boy who is a snow spirit, created to commemorate the 45th Tokamachi Snow Festival. Apparently, neige means “snow” in French. Although he is the character of the Tokamachi Snow Festival, he is active year-round, appearing at events and on television to promote Tokamachi City's various events.
