Monbetsu Tourism Association character. Monta is a 53-year-old seal uncle who loves festivals and often appears at Monbetsu Port and festival venues. He wears a happi coat inspired by drift ice, with his favorite scallop on his head. Depending on his mood, he apparently sometimes wears salmon or a crab claw instead. Though seals tolerate the cold, he wraps his belly in a belly warmer so it does not get chilled. He appears mainly at events in Hokkaido and is active in merchandise sales.
