Otaru Ungappa is a local character exclusive to Otaru. This young kappa drifted into the Otaru Canal after a long solo journey from a "faraway land" on a fishing float. Taking a liking to Otaru and its warmhearted people, the kappa decided to settle there. While enjoying fishing and walks, Otaru Ungappa also joins friends at events and other activities to promote Otaru.
