Koga City's character, Yukitono-kun, was born to commemorate the fifth anniversary of Koga City's merger. He is based on Toshitsura Doi, the fourth lord of Koga Domain in Shimousa Province during the Edo period and the first person in Japan said to have observed snow crystals. He observes Koga City through a magnifying glass and works to bring more excitement to the city.
