Sumida Ward, Kitasenjoken River kappa Kotaro. He is a legendary creature living along the Kitasenjoken River. Although encounters with him were once rare, he is lonely by nature, so it is said that opportunities to meet him at events and on walks have recently increased. He is active while updating a blog and Twitter with his friends, and there is also a shop near Tokyo Skytree that sells goods and other items.
