Tokkikki is Niigata Prefecture's publicity chief. Created in 2005 as the character for the Tokimeki Niigata National Sports Festival, Tokkikki was based on the prefectural bird, the toki, and selected from public entries. After the national sports festival ended, Tokkikki was appointed Niigata Prefecture's publicity chief in 2009. Toppy, who has exceptional athletic ability and loves sports, and Kippy, who wears a red ribbon, is highly curious, and loves to chat, travel to many places as a pair to promote Niigata Prefecture.
