Settsu City mascot character. Seppy was created from a design submitted by a citizen to inspire attachment and familiarity with Settsu City in commemoration of the 40th anniversary of the city's municipal organization. The name combines Settsu and happy. Apparently Seppy delivers the happiness dwelling in the heart on Seppy's chest to Settsu City.
